Modernized the CONTRIBUTING.rst document, included a conda environment.yml file, and fixed what appears to be a new error about pytest versions on Travis.
Included updated PR merging rules, and a definition of project roles based on PlanetaryPy and PSO Contributing guidelines.
Included conda environment setup instructions (in addition to the existing virtualenv instructions)
updated general text and some URLs.
Motivation and Context
This document needed some updating for the modern PlanetaryPy context, and we need to adopt more streamlined PR-approval rules than the default PlanetaryPy 2-approval mode.
