Add Pypi workflow #75

I have added a pypi workflow that, for testing purposes:

always publishes at http://test.pypi.org
publishes to pypi.org for tagged commits

Once we trust the workflow, we should deactivate the pushing to test.pypi, I guess?

Seems to work, this entry got on testpypi after fixing the workflow to current requirements. The first tutorial I found obviously had some outdated syntax.

Think I'll close, d6449b0 seems to have closed the issue.
