tor / proxy connection support in network settings #454

Enabling this functionality in the UI. Will be utilizing existing features available from dcrwallet.

Dcrwallet seem to currently only support proxy connections when connecting to dcrd. Moving this issue to blocked temporarily until this is confirmed.
