Please correct https://github.com/boundlessgeo/composer/blob/master/package.json#L8 refernece to GPL with BSD

Move LICENSE.txt to top level (follow github repo conventions).

This is a permissive license so we will need a CONTRIBING.md file asking developers to sign a CLA.
