@ischneider - If the user enters a URL for an arbitrary basemap, is the workflow to attempt to do a getCapabilities on the URL?

Or should we specify it "add a geoserver URL"?

In a later ticket is adding an API key and URL.

Hey @ischneider, if it makes more sense, I can merge this with master so it can get up on horizon, then everyone on the suite team can complain about my basemap options.
