Create geopackage with geofabrik exports #9

Would be nice to have a geopackage with a single country geofabrik export. We are using ethiopia for the geogit testing http://download.geofabrik.de/africa/ethiopia.html .. the shapefile set contains 8 shapefiles iirc.
