Do published layers need to be locally available to Geoserver? #105

I have OpenGeo installed on a remote server (an AWS EC2 instance). I have been unable to publish local shapefiles from a local QGIS project.

...Could not save the layer test_points, there was an upload error: Error while storing uploaded file::Read timed out

I'm wondering if Geoserver needs to have local access to the shapefiles?
