There should be 5 test failures with the current state of this, 2 addressed by the recent fix-tests PR here, another 2 due to missing API in gsconfig pending https://github.com/boundlessgeo/gsconfig/pull/59
The remaining seems to be erroneous but wasn't sure.
To verify functionality, remove all existing .pyc files and run paver setup -c
