Default save location in win suite install is to a non-writeable dir #116

With b190 ... when I try to save a qgis project, the default location is under Program Files and is not writeable by my normal user. Should go to the home dir.

That is not an issue of the plugin. Shouldn't we fill these tickets in a different repo, where the full QGIS code is kept?

Yeah, but since its for our own builds, I wondered if there was something we could do about it. Since we dont have our own QGIS repo, I put it here. Can be safely ignored for now, just wanted to note it somewhere.
