Scale dependencies don't carry over when publishing #24

When publishing a layer that has scale dependencies configured in QGIS, the display restrictions imposed don't carry over to the published layer. The resulting SLD has no scale dependency rule in it

I think we can probably file a whole ton of these style related issues. @volayaf is going to just write an SLD serializer from scratch that should play nicer with GeoServer.
