Symbol differences OSM and polygon tests

Sorry for rough drawings QGIS on the left, EDGE (or any other) on the right

1 - The label expressions CASE WHEN is not honored and all labels are printed even if filed is NULL 2 - Font looks Italicized and in QGIS is not (I think this is some open layers limitation if I recall) 3 - sizes of SVG fill don't match. although I'm pretty sure that the 2.14 project looked more closely to the browser result that what it looks like in 2.18... 4 - Rule based symbols don't work (again related to NULL values as the rule is "amenity IS NULL")

In polygon tests:

• Line patterns do not render
• again diferences in SVG fill sizes

This should all be fixed

Except for the svg fill size...which is a known limitation and is related to the change in how those fills are handled, in order to be compatible with IE
