For some areas (ie. white sands) the L8 BQA file classifies sands as clouds with high confidence.
we are currently treating high confidence of cloud as quality -1 in the Landsat8CloudQuality class.
This should be changed to allow user settable values for the different quality masks in the json so we can set this to a very small, but positive quality if so desired.
