add support for band weighted quality configuration #7

It would be desirable to have a quallity measure with user configurable weights for the band.

For "darkest" this might allow different influence from different bands.

Done generally this might allow "greenest" and "bluest" style actions too, though it might not be that easy to address ratios without getting over general.
