added GitHub Action example workflow that is calling pscale database restore-dump to show how to seed the beam database with some content

GitHub Action workflow can be run similarly to the Create database workflow from #65

Fixed a problem with a double slash in the connection string displayed by the Create database Action that should be run before the Seed database Action workflow.
