This enables a progression towards using additional or alternate BrAPI VCF Genotype servers.

Client side implementation of BrAPI in Pretzel was done in #372.

[ ] [4-12H/8H/8H] add /allelematrix as an alternative API for VCF genotype lookup in Pretzel server
