add ER and IE diagrams to navbar and sitemap

The following two:

• https://plantuml.com/er-diagram
• https://plantuml.com/ie-diagram

Are missing from:

• navbar on top of https://plantuml.com/
• list in https://plantuml.com/ section https://plantuml.com/ (IE is present but is called Entity Relationship diagram (IE/ER))
• the sitemap https://plantuml.com/sitemap-language-specification

Please call them consistently:

• Entity Relationship diagram (ER in navbar)
• Information Engineering diagram (IE in navbar). I've changed the page title and info block in http://alphadoc.plantuml.com/doc/markdown/en/ie-diagram
