Set up Branch system #3

Create necessary branches for code development. As the code is relatively simple, a 3 tier system should be sufficient:

master branch --> which is protected from reviewless pushes. Always ready to be used
development --> which is protected from reviewless pushes. The collection of issues is in prep to be deployed.
to be named branch of development, bug-fix tasks
