doc build kitchen versus ecto #134

The doc infrastructure should be the same between ecto and the kitchen so we don't have impedance mismatch.

moved the all the documentation utilities to ecto's python module, to help share infrastructure. Would still like to see ecto based sphinx docs without using the kitchen.
