Accordion displays inverse bottom border when control is active and focused #401

Describe the bug

The accordion control button displays an inverse bottom border when control is active and focused

To Reproduce

Steps to reproduce the behavior:

  1. Visit the accordion component.
  2. Focus a disclosure button within the accordion.
  3. Click the button.

Expected behavior

Border is consistent between top/bottom/left/right.
