Add support for configurable parameters

Changes

• Used upstream types for components where available
• Mirrored upstream types as these are available in 1.10.4 and we have a constraint for 1.9
• Kept files separate for easy removal later when direct upstream imports become possible
• Added ClusterConfig to ClusterSpec, to allow passing to node/etcdadm
• Updated converters

Had a chat with the team, since the state file schema version is represented through the schemaversion field it is enough to bump it up when any of internal types are changed. As long as the change to type is additive (which is the case here) we can update the same type without bumping up the version
