usbasp doesn't work properly for ATTINY Core #156

Trying to use usbasp as a programmer for certain attinys (I tried with ATTINY828) does not work, as the avrdude.conf supplied by the attiny core needs to be used. Original thread: https://community.platformio.org/t/cant-seem-to-upload-using-usbasp-to-attiny828/8850

@valeros this is a very simple fix. Just add the following section to the avrdude.conf file that's bundled with platform-atmelavr:

This also seems to affect the attiny85

That's not true. Can you post the Avrdude output?

The avrdude command is specifying the default platformio avrdude.conf instead of the one included with the library.
