Enable debugging for stm8s003f3 #45

Adds missing debug information into board manifest file, adds SVD file from https://github.com/gicking/STM8_headers/blob/master/SVD/STM8S003F3.svd.

OpenOCD config file is correct per https://github.com/ntfreak/openocd/blob/master/tcl/target/stm8s003.cfg
