Deviot, PENV no longer compatible

Very unfortunately, the deviot PENV is v2.7 and thus pio cannot be upgraded to 3.6

Docs may have to reflect this, afaik no development is being done on this plugin

There may be some workarounds to get the global python env upgraded

It is possible to get it working by wiping deviot penv and using global, closing
