Change Account Management build to use AccountManagement.slnf #460

Summary & Motivation

Update GitHub workflow build process for Account Management to use AccountManagement.slnf instead of PlatformPlatform.sln. Add all SharedKernel projects to AccountManagement.slnf to ensure the build succeeds in a clean repository.

Delete SharedKernel.slnf as it's not no longer needed.
