Fix failed publishing of frontend artifacts

Summary & Motivation

Fix failed publishing of frontend artifacts on the main branch. In the previous implementation, the publishing of frontend artifacts failed when running on the main branch.

Additionally, JetBrains formatting has been applied to all frontend files, ensuring compatibility by retaining only changes that do not conflict with Biome.
