[Enhancement] Adds github workflows to support auto-updating via source operations #46

Description

Adds supporting github workflows to enable the template to auto-update. Closes #45 Adds workflow for updating last.updated file for easier tracking of template versions Removes github workflows that were brought in from the laravel upstream

Motivation and Context

Keep template dependencies up-to-date within the constraints of the package manager
