Service[supervisor::x]/ensure: change from stopped to running failed: Could not start x: http://localhost:9001 refused connection #82

It seems when telling supervisor to restart do to adding a service (x) in the example, supverisorctl is called without the -C option and pointing it to the correct configuration file.

Ignore, problem was unique to something we were doing internally
