sleep is not introduced while adding 16K static route test case #159

Noticed that after adding 16K static routes on invader, we are not introducing sleep after restarting GoES. Usually after adding 16K routes we need to wait for approx 20 secs for the goes status to come as OK which is causing the test case result as Failed. Please introduce sleep after restarting GoES services.
