Update Location library version

Changes

This PR updates https://github.com/plausible/location to the latest version. The most significant changes include the addition of new region names and updated translations for both new and existing regions.

More regions have names, e.g.:

Before: https://plausible.io/plausible.io/regions?filters=((is,country,(KZ))) After: https://pr-4366.review.plausible.io/plausible.io/regions?filters=((is,country,(KZ)))

But notice there are duplicate region names now, since they are grouped by code and not by name. The codes were renamed in 2022-11-29: https://en.wikipedia.org/wiki/ISO_3166-2:KZ#Changes

More regions have translations, e.g.:

Something I noticed in both before and after the change:

missing codes for regions in dependent territories like AX)) or NC)) instead of FI-AX or FR-NC.
missing names for some of the dependent territories, like NC (see above) and VI)) (instead of US-VI)
Singapore doesn't have regions but has cities: https://plausible.io/plausible.io/regions?filters=((is,country,(SG)))
