Reverts gameclosure/timestep#55

@jishnu7 we did find a bug with this change. Occasionally, when you are at the end of a ScrollView, the blockEvents flag never gets reset and you can't tap on subviews.

Reverting the change for now, we can accept it again if this gets resolved.
