Update to latest pcui@2.3.0 and observer@1.3.1 #25

Regarding the useGlobalPCUI change in index.js: is this acceptable, or was there a reason to whitelist only some components? If so, how should they be required following the pcui@2.3.0 build system updates?

The package is now on PCUI 4.0.0 and Observer 1.3.6 so this should be safe to close now.
