I have some extra thoughts on this:

changes added by a human must be approved, build green and have the label merge-when-green
changes added by TemplateControl must have build green and some label to identify that it comes from template control.

Wow, we got a race here. This won't be merged automatically because I added extra rules and Mergify cancel any action when the yml file has changed.
