enable "Discussions" for play1 github project #1443

Since play1 has diverged so greatly from play2, starting discussions about play1 in https://github.com/playframework/playframework/discussions seems unreasonable and prone to annoy people there.

Would it be possible to enable such a "Discussions" tab also within the "play1" github repo?
