I was not 100% if upgrading to sbt 1.10.0 would break something for sbt plugsin because of https://eed3si9n.com/sbt-1.10.0#sip-51-support-for-scala-213-evolution but I looked into that now and did some testing and all good. sbt plugins make the scala and the sbt dependency provided (see e.g. this pom), so there are no conflicts on the classpath that sbt can detect on the classpath. It's pretty save to upgrade sbt to 1.10.0 everywhere.
