Nothing Work when using USB Phone Charger or Powerbank (Everything OK with PC Connected #115

Hello everyone ! When I work on my project everything was OK during I was connected to my USB hub on my PC. When I disconnect for using a powerbank or a USB phone charger, nothing work. I don't understand why. Any idea? Thank you !
