Fetch&Display Helsinki issues #16

Helsinki issues are fetched directly from https://asiointi.hel.fi/palautews/rest/v1/services.json (client side). Filtering is done when data is requested using GET latitude, longitude and range parameters. More details about the api can be found at http://dev.hel.fi/apis/issuereporting.

Each issue is displayed by the 3d icon in map and when user press the icon report is displayed on the info popup.

Helsinki issues are now displayed on the fidemo, where report text and optional image is displayed when user clicks the issue icon on the map.
