rpm spec file taken from Fedora project: https://koji.fedoraproject.org/koji/buildinfo?buildID=2374952
the eula utilites PR was merged in heroic's legendary fork, but not yet released
packaging as 0.23.5 (latest release) with the eula utilities applied as a patch
confirmed the package builds locally
