For the very most publications, even for brand new original descriptions, the higher taxonomy source should usually be CoL, just not resolved via the new species proper, but rather via the parent genus or even family ... I tend to think inferring the order and above that way should be rather unambiguous ... only the CoL ID of the name proper cannot be added just yet, as that obviously is specific to the new taxon or combination proper, and usually yet to be minted when new original descriptions pass through our batch.
for species in GGI higher categories are addedd bases on COL, and evidenceis geiven as catalogs, and including a ID-COL
