what is the proper placement of the • between the material citations?

Holotype: China • ♂; Guizhou, Guiyang, Xiuwen County, Liutong Town, Daxing Village, Duobing Cave; 27 ° 06.552 ' N, 106 ° 29.675 ' E; alt. 1035 m; 20 Apr. 2007; J. Liu & Y. Lin leg.; IZCAS - Ar 45214 . Paratypes: China • 3 ♀; same data as for holotype; IZCAS - Ar 45215 –17 . https://tb.plazi.org/GgServer/html/39A5A39107205634AF79DE26FEAC4E47

That's how it should be in my opinion:

Yes

  • Should it lead a material citation?

Not the first one, but the rest yes

  • in the case below, should it be, if at all before the holotype if it is leading?

No

  • should it be before the paratype 45214 . Paratypes: China • 3

In my understanding, yes.
