what is the reference tag set: Journal Archiving and Interchange Tag Library or Journal Publishing Tag Library #64

@tcatapano is there a reason that we have both Journal Archiving and Interchange Tag Library or Journal Publishing Tag Library links in the table?

I thought all have to be journal publishing Tag Library? https://jats.nlm.nih.gov/publishing/tag-library/1.1/element/contrib.html
