Not in this case ... look at http://treatment.plazi.org/id/BA3D4333FF985E04FEB3F6440A30FC08 and you'll see there is no title at all because the treatment is the lion's share of a paper on methodology and doesn't list the taxon at the top of the treatment. Just look at the source PDF, and you'll understand the problem.
