Define two tasks for the annotations service, and add test files

Task 1

Define a set of annotations that need be checked, corrected, or added. For example check "material citation" to check the correctness of the mc boundaries, include country, date, geo-coordinate, collector, if available.

Task 2

get a BHL PDF and assign a treatment, nomenclature section and including a taxonomic name, other sections, This could also include the normalization of the taxonomic name.

Related to Task 1

Had a meeting with Peter and Dan where I explained to them further about the key annotations that govern the others below: treatment, subSubSection, materialsCitations and taxonomicNames (see https://github.com/plazi/arcadia-project/issues/195#issuecomment-1329108452). Provided them the default color codes for those annotations so that they can better match with GGI's colors, considering the caveat that color codes can be changed in GGI and not every user has the same colors in their installation.

They want to design a demo task workflow for annotation fixing, my suggestion was to use materialsCitation delimitation as an example.
