assemble reference vocabularies for GGI annotations and attributes #216

GG XML is kept flexible by default. This we should keep, especially for experimenting and to catch edge cases.

However, in order to analyse our data more efficiently, we should define for the widely used attributes standard vocabularies to exclude variants.

We then need to integrate them into the standard GGI edition so users can get the respective annotations or attributes in the pull down menus
