Subplebbit sidebar rules are cropping too early and without "..."

The rules still have some space, they don't need to crop this early. Also when they are cropped, a "..." should be added.

The title also crops too early, and if the subplebbit address is cropped, it should add ..., e.g. p/subplebbit-screen... rules
