GPLv3+ license for the engine #152

Hello!

This was mentioned in this issue. Take a look if this would be ok.

I'm not familiar with the code to be honest, so my biggest doubt was about the library part. I'm assuming it's separated enough and has little, if any, actual and non-trivial SF code, so there's no reason for it to use the GPL as well (which would be kinda bad for a library, since it limits a lot it's uses, considering the programs that use it would need to be GPL too). But someone who knows well the project would be better suited to decide.

About the "or any later version", the Stockfish source files, which include the usual legal stuff, have it.
