[ios] pwg.tags.getAdminList does not return the full list of tags #62

When identified as a non-admin user with community permissions, pwg.tags.getAdminList only returns non-empty tags.

Hi @plegall , from my experience, the method returns non-orphaned tags and orphaned tags created by admins but not orphaned tags created by non-admin users with Community permissions.
