#412 Home difficulty votes loader + more

Diff votes on home now use the common loader and subscribe to auth service, to update results upon login/logout.

For testing (if it does not happen on its own), you can add timeout (see what was removed in the second commit).

Other:

• adds overlay to map until clicked on, so it wont scroll the map on mobile until it is interacted with (long overdue)
