For now I've added this to my biblatex.cfg, using the citetitle
format from aba.cbx:

It seems that the citetitle
format uses the same general rule that APA uses to determine quoting or italicizing titles: standalone works get italics, works that are parts of a larger work get quotes.
citetitle
also has rules for different kinds of legal references, but those are messed up in APA anyways, so I can't imagine this would make comments on legal documents any more valid or invalid.
Biblatex-apa correctly handles a coment on an online periodical article or post, like example 10.1:18 in the Publication Manual or the newspaper comment example on the APA website. This also neatly covers the blog comment example on the website. However, the website also specifies a forum comment example that has the title of the related work in italics instead of quoted. This (sort of) example is not mentioned in the Publication Manual and biblatex-apa currently hardcodes quoting the title of the referenced work in the
related:commenton
bibmacro at https://github.com/plk/biblatex-apa/blob/cd2a723384ffe6e2a542913cb0277474dff38487/tex/latex/biblatex-apa/bbx/apa.bbx#L1315-L1317. I guess the formatting needs to change based on the formatting of the title of the referenced entry to match the forum comment example.
