Estonian translations #246

Created a file with Estonian translations.

@plk Hello there! I am having some problems compiling my file with the estonian.lbx file. In biblatex-apa-test.tex on the second line I wrote "\usepackage[ngerman,american,estonian]{babel}" and it gave me a lot of errors, however when I wrote "\usepackage[ngerman,american,finnish]{babel}", so edited to Finnish, it compiled without those errors, and third test, I wrote \usepackage[ngerman,american,romanian]{babel}, it didn't compile either. Log files for failed Estonian compilation linked. log_files.zip I am not a professional in LaTeX at all and it'd be great if you could help me fix these errors and get my file working.

It looks like you have "english" in the Providesfile line at the top and you are including the english general lbx too? That could be the issue.

Alright I've fixed the problems and now it works well.
