Improving polish.lbx #1384

A new, thoroughly revised, corrected and improved version of the localization file for the Polish language, which aim is to make it consistent with Polish publishing/editorial practice.

AFAICS the relevant changes are mainly https://github.com/plk/biblatex/pull/1384/commits/2f515535664564afc8af1509b2633bc66c818ffa.

I just had a time for a very quick glance, but I found that the new string versions sometimes have braces around \l. These are not required (contrary to what is needed in .bib files processed by BibTeX) and could impact kerning (though I admit I don't know if kerning is relevant here or maybe already inhibited by other factors).

I've squashed the commits and submitted the PR against dev at https://github.com/plk/biblatex/pull/1387. @swasjt and @acuiko does that look right?
